As mentioned before, you can use the Paint program that comes as part of Windows. I 'm assuming that comes with Windows Me?

To resize an image you go to Image>Stretch/Skew and enter the same % reduction in the Horizontal and Vertical boxes. Unfortunately you can't just enter the final required size in pixels. So to know what pixel size the image is to begin with, to work out what % reduction you need, go to Image>Attributes.

You can then save as JPEG. You have no control over the level of compression so depending on the spec of the file you started with, you 'may' not get it under 100K for a 700x525 final size. You'll have to try.

There are a number of free/shareware programs around, you'll have to have a search around. I've used Photoshop since it first came out so I've never used any of the other ones.

There are certainly cheaper alternatives to PS, things like Adobe Elements and PaintShop Pro to name a couple. I'm sure other folks will be along to say what they use, and what free/shareware apps to look for.

Ah, there we go - that's one of the freeware apps I've heard off. Good write ups if my memory serves me correctly!
